Government national insurance contributions paid for public sector employees does not just return to the exchequer.

The government contribution ie the tax payers money, goes into the NI Fund, it is just a tax and goes into the general spend.

If government NI contributions were neutral all government employee tax payments, would be, so the question would be why take tax and NI from public sector workers and create further administration costs?

To hand out money you have to have it or get it, they could just print money but that has its drawbacks.

logically you would have to conclude even their salaries as being neutral and the governments existing NI payments, then of course anything the government spends is included in their GDP figures, to fiddle the books.
