It sounds similar to the local authority planning permission appeal at national level in the uk to me.... Have both parties acted in good faith, is it designated mining land, is what alien offered reasonable, in that case WA stamps it native title approved... Something like that I assume.

It's pointless the gm and knac agreeing land to offer for lots to mining Co, then the companies finding some metals, and going ahead with exploitation and knac asking too much to agree native title. That's why what land is suitable to mine is decided before hand and the final native title agreement at the end, if knac are asking too much % or whatever else they want, it goes to WA government to give the assessment if its reasonable.
