I'm struggling to find news of any large investment bank that has forced their staff to take a 20% pay cut. Any chance you could post a link? I would have thought that would have been a good news item.

There is very little chance that enforcement will be necessary IF an award is given in Rockhopper's favour.
The overwhelming majority of cases ( between 81-90% - depending on source) have had the award paid to the claimants without the need for enforcement.
States need to pay due to the affiliation of ICSID to the World Bank. Non-payment creates problems of future lending to the states from the World Bank and also does damage to their credit reputation from other sources of finance.
Argentina ( who did pay eventually) and the the DR Congo are the notable exceptions. As bad as Italy is, I don't think they are in the same league as those two states.
