Yes the government will need to approve the deal, there are recent examples where they have done so including the Japanese example below which I think I posted in Feb. Good to see they are getting deals done despite COVID, should be our turn soon!

Foreign Investment Commission approves deals with Japan and UAE

Today, February 19, Russian Prime Minister Mikhail Mishustin chaired a meeting of the Foreign Investment Control Commission. According to the press service of the Cabinet of Ministers, the meeting considered the petitions of foreign investors for preliminary approval of transactions in relation to Russian companies.
The main report was made by the head of the Federal Antimonopoly Service Maxim Shaskolsky. As it turned out, the interest for potential foreign partners was concentrated in such areas as the production and supply of aviation equipment, exploration and production of minerals, the provision of services in ports and airports.

"The government commission approved, among other things, a deal, as a result of which the Arab company Tavazun Stratijik Development Fund LLS, together with the Russian holding Russian Helicopters, will develop and organize the production of new models of helicopters by the Russian company VR-Technologies", - said in the government.

Also, following the meeting, a deal was approved by the Japanese National Corporation for Oil, Gas and Metals in relation to the Russian company INK-Krasnoyarsk, whose activities are related to the exploration and production of oil in new oil-bearing areas.
It should be noted that the meeting of the commission was attended by First Deputy Chairman Andrey Belousov, Deputy Prime Ministers Victoria Abramchenko and Alexander Novak, as well as federal ministers.

My mistake Kira, I looked up the site after you made a comment and thought I’d seen him on the list but am now questioning myself. Unfortunately the real world of the day job has distracted me at the time. Still doesn’t explain what his role is there though (whether online or in person) - if it’s not speaking it about Eurasia or Lybrion then can only think having a profile page would be for the one to one meetings. Have used their enquiry form to ask if he is speaking but doubt I’ll get a reply, does anyone know if this was the right speaker list? Go easy on Steadydanny, he’s trying hard to pass his clown exams and has to record examples of appropriate behaviour for his practical. Apologies if this has been covered, another project seems to be progressing in the nearby Afrikanda resource and is being supported by the regional government. Nice for EUA to be located in an area that is actively supporting new developments:

News release from Anglo today, bonding hydrogen to a liquid so existing fuel networks could be used rather than needing a dedicated infrastructure when hydrogen is in a compressed gas form.
