Sid do not worry about exact translation, the point is Czech Government gives us green light. CEZ is in to check the project and push it now as fast as possible. As they informed this should go till the end of this year and then they will decide on next steps.
@tsibis I've worked on decent number of EIS (EIA) in the Czech Republic and I can assure you that EMH is nowhere close to finish. With size of this project there will be no doubt public hearings etc. On the other hand what I miss in your list is some backing up. Looking at what stage did Galaxy Resources backed Lepidico etc. it makes me wonder.
From 25 new senators in second round only 1 ANO, 1 CSSD and 0 Communist. In the new senate government coalition going to have only 20 senators out of 60 (13 CSSD, 7 ANO, 0 Commies). The rest is combination of mid to right liberalism, conservatism and independent.
Senate can't do really much. Even if it is against some new law, lower house still can pass the law through. It just needs majority (which Babis has with his coalition). Sure there are some exceptions, namely elections laws and constitutional laws which must be successfully passed through both chambers. So talking senate the most important thing is ANO and commies won't get majority there - and fortunately they are really far from that. As that could lead to some terrible changes of elections system like switching to the system "winner (Babis) takes all".
To EMH really the most important thing is that ANO (or commies) won't be present in Cinovec (Dubi) municipality to potentially make some artificial obstructions and/or delays in local area. There will be the same party/mayor as the last time, who is in all articles pro mining and pro EMH.
There were two different elections running over the weekend. One for local authority / municipality which to us is important only in Cinovec (municipality Dubi). That was one by the same party as in the last elections. Though they have slightly less than majority this time, they will easily make coalition with one or more of some smaller parties. And so keep the same direction and same mayor (Petr Pípal), who always is very positive about EMH and mining.
The other elections for senate are not over yet and the result might vary a lot based on the result of second round of elections as majority of candidates did not get over 50% to get elected in the first round. Anyway in senate it doesn't look very well for ANO compaired to lower house (Chamber of Deputies).
@Skelly85 Sorry mate, my chemistry is definitely good enough to know how much lithium is in ton of Li2CO3 (18.8%) and in ton of LiOH (29%). The clues are in mass of other elements in molecule. That bring us to conclusion that getting 10k for lithium carbonate vs getting 17k for lithium hydroxide is similar price for lithium itself. If EMH decides to switch production to hydroxide, it is not because of far better price, it is because hydroxide is in demand by battery industry - potential clients.
@LawrenceH Talking Carbonate 10k vs Hydroxide 17k per ton it is fair to mention though that Lithium carbonate (Li2CO3) contains around 18.8% lithium, where lithium hydroxide (LiOH) is 29% Li.
@Sid in 2021 for a start new regular lower house elections and so new government :) Talking lithium mining fees, from my point of view, almost certain increase. I believe reasonable increase so both state and private companies profit. The most important about these news though is that ministries/government is obviously not doing the crazy things politicians before last elections threatened to do and it obviously gets to common sense and respecting laws/miners rights.

@colinH100 if EMH is without mining licence and all permissions to start mining in 3 years from now (by end of 2021) it does not matter there is another 4 years pre-mining permission as by that time there is no trust that management is actually doing something to start mining... ever... So pre-mining permission till 2025 is definitely way more than what is needed.
@sid it is confirmed from multiple sources and it is really now only about making it official. There is some fight over some ministry names though so it might take a bit longer for Babis to make sure he will get majority for approval. After that Babis is absolute ruler of Czech Republic because there is almost no way to take that government down as there is always something he has to bribe enough people in lower house to not be taken down from his throne.
"We don’t want to just dig and export, that’s not where the money, or jobs, lie." Somebody should tell this very slowly to Babis, government and everyone else who wanted tear up the MoU to understand that pushing EMH to go for processing and selling carbonate in Germany is really not good idea.

What I am trying to say is current obsession with politics has way too much impact on sp which is unbelievable low for the possible upside. There is already private subject allowed to mine lithium in the Czech Republic and who knows might as well sell it to EMH as there is no law forbidding that. They are not keen to mine as they have zero knowledge of mining and especially processing and so keen to sell. Also do not forget EMH got all the permissions to dewater the existing mineworks (for those who do not know yes, there was done decent profitable mining in the past already) and do bulk sampling from the exact area which is going to be mined. Also the already approved mining of lithium is surface mining which is way worse for the environment around Cinovec than the underground mining planned by EMH so from environmental point of view EMH is fine to go as the comparable impact of mining is way smaller than of already approved project. On the other hand yes, there is huge upside if Czech government will get reasonable and start to cooperate.
As much as I would like to give some good estimate at this stage it is very hard to predict how long it will take to get to mining licence. It is definitely at least 2 years based on way more simple project of other Czech billionaire who asked and already got mining permission to mine lithium from existing Cinovec tailing. You need to go through environmental impact assessment etc. The truth is that the most important mining area is owned by EMH till 2025, there is already pre-mining permission in place, and it would be madness by Czech Republic to block everything till then. It is EMH either will get to mining around 2020+ or terrible arbitrage if Czech Republic will block it. Do not forget it is relatively easy to mine ore but the core of project lies in processing efficiency and byproducts, especially tin, which is the key to make the whole project highly profitable. And EMH is making really great milestones on that side. The politics will get eventually down to business but most importantly EMH must now continue with processing optimisation and DFS to make things really move. And so for it looks like perfect progress on that note.
No, let's be real. There is no possibility without Babis. What I am saying is Babis is tough, sometimes breaking laws, pro EU businessman. He must make deal with CSSD to take of governemnt, he must make deal with EMH to take off with lithium. Or just let it be if not interest.
Come on guys. Babis is here to stay for another few years. In government or in jail, he will rob Czech taxpayers to get more billions into his account with applause of citizens who unfortunately can't see more than what is said/written in Babis's owned media. Just accept thatthe show must go on, if he changes his stand towards lithium mining in the Czech Republic or not.
@Robinhood Diamo mined Uranium in the past but finished at end of 2016 and currently do only Environmental remediation. They do mapping and started with focus on valuation of resources in Czech Republic - first for "super-strategic" minerals baryte and fluoride, then they will continue with tungsten and eventually lithium and others in coming years... After that they should make suggestion on future exploration leases and state should decide what to do next.
