Weak balance sheet means a poorer negotiation position, ie forced to take any lowball, would rather they secure some funding to get a higher price

I think the asset is worth a lot, but the cynic in me thinks this might be a pre-cursor......why not just announce the offers, no use saying we're vetting the offers unless to pump it a bit?

"is conditional on approval from the U.S. Government, as is customary for U.S. Aerospace projects. This approval is estimated to be granted no later than August 2024. "

They should've just announced the contract in August
