In a technical sense, the white paper delivers on that pledge. In every meaningful respect, it does not.

The "common rule book" on goods, agreed at Chequers last week and expanded upon in the paper, is effectively a manifesto for perpetual rule-taking. The use of the word common implies a collaborative exercise. That is not so. Be in no doubt: under these proposals, one particular strand of the Brexiteer dream, the "end to Brussels red tape", will die. Of course, the UK will have the sovereign right to object to, diverge from or change particular EU rules. But doing so will effectively collapse the entirety of the complex agreement the government hopes to strike.

So what happens next? Backbench Brexiteers, newly emboldened by the addition to their ranks of senior former ministers, will cry foul and threaten to vote the deal down. The EU may welcome parts of the proposal but they will at the very least least demand further concessions.

Trump says May's soft Brexit deal could 'kill' U.S.-UK trade deal - Sun

LONDON (Reuters) - U.S. President Donald Trump says that a soft Brexit of the type set out by Prime Minister Theresa May last week would "probably kill" chances of a trade deal between Britain and the United States, the Sun newspaper reported late on Thursday.

"If they do a deal like that, we would be dealing with the European Union instead of dealing with the UK, so it will probably kill the deal," the Sun newspaper quoted Trump as saying in extracts from an interview.

Trump also said May had ignored his advice on how to leave the European Union. "I would have done it much differently," he was quoted as saying. "I actually told Theresa May how to do it, but she didn’t listen to me."

Labour has taken a two-point lead over the Tories in the first indication that the row over Theresa May’s Chequers compromise has damaged the party.

After days of briefing, resignations and infighting, the Conservatives now trail Labour for the first time since March, according to the latest YouGov opinion poll.

It puts Labour on 39 per cent, which is unchanged since the weekend, and the Tories on 37 per cent, which is down two points, with the Lib Dems on 9 per cent.

This is significant because the Tories consistently enjoyed leads of four to five points through parts of March as well as April, May and June. The poll of 1,732 British adults was taken on Tuesday and Wednesday.

Instead the UK will retreat to asking for some kind of equivalence scheme. "It's a hit," one source said. "We are conceding the mutual recognition side. We listened. We hope the EU reciprocates."

The implementation of the facilitated customs arrangement (the third way between the customs partnership and maximum facilitation) will be "phased in". Or, to put it less delicately, it will not be ready in time for the start of 2021, when the post-Brexit transition period ends. Officials are silent on how long that phase will be, and what will come in between, but it will doubtless be some form of continuing customs union.

Migration.
Free movement as configured by one of the four freedoms of the single market will end. But EU citizens will be able to come to work in the UK without a visa on a "temporary" basis. How temporary? That is a matter for negotiations. But it sounds rather different to Sajid Javid's promise only yesterday that EU citizens would no longer have an "automatic right" to "hop on a plane" in order to work in the UK.
