In short, the biggest issues have been placed in the too-hard tray. That means that this declaration can either be seen as good for Britain or bad for Britain depending on your perspective.

The glass-half-full argument goes that the EU has not shut off any options in the document or laid down any fresh red lines. This could potentially pave the way to a bespoke deal that gives the UK substantial market access while regaining "control" of key issues such as immigration and the ability to strike free trade deals.

The glass-half-empty argument goes that the EU now has a legally binding document that obliges the UK to pay £39 billion and sign up to a potentially neverending customs union in return for some vague pledges that they are under no obligation to realise.

Outlook for 2019

Political uncertainty related to Brexit continues to cast a shadow over the UK's short term economic prospects.
