Council houses were never replaced as the Councils were never given any money by Governments. Housing associations replaced Council run council estates. WE now have social housing where builders must include a small number of social homes at a discounted rent but the council homes concept is virtually dead.
Germans mostly live in rented homes that have Gov rent controls. A far better way to live giving far more money to enjoy life.

As lawyers/doctors/care staff and facilities have to be fully provided.
Only single man will be sent, Children/females/ families won't
