Listening to an ex-MI6 Chief on Radio 4 this morning, apparently Putin refused a proposal to re-negotiate the post cold-war treaty. Which according to the ex-Chief was dis-appointing as that would have allowed Putin to present that as a WIN to the Russian people and then withdraw his troops without a bullet being fired. The Chief then went onto say, that leaves it very difficult for Putin to withdraw, without some sort of incursion into the Ukraine. I see France and Germany are now trying to talk to the Russians. I wonder where that will go?
Heard something on the radio today suggesting they maybe looking for a re-negotiation of the 1945 Yalta Treaty.

If the Buyer is a corporation, then I would think that their shareholders would want to know what their money is being spent on.
If the Buyer is owned by a State, then that might be different, depending on the National politics.
