I know it's frustrating but its not difficult to understand that someone regional may not have been able to sign off on something that has national significance.

Banking is the same. A junior couldn't sign off on a LIBOR loan over a certain amount and would have to have the relevant signatures to satisfy the banks risk appetite according to the size of the loan.
