those bing links being much clearer it looks like the blue is the colour of the barges, there's white and blue, maybe two different co's livery.
The pontoon appears to be used by a pipe, doesn't look like any road track and there's no cranes or other means which I think may be used to load ore. The pipes can be traced all the way back to some buildings which nearby seem to have holding tanks.
There is a crane which is in the 'ore yard' and plenty of rail trucks but little track, from what I can make out.
I wouldn't get too excited about ore shipments yet.
