As for the carbon taxes which are estimated to cost €150m a year, surely the best means of paying other than using every measure possible to reduce the carbon footprint would be to use the taxes from Ireland's own oil to pay for it. The oil coming out of the ground is not required to pay a carbon tax but will be subject to Irish tax. It is only when it is used in anger that it will create the cost which is already being create by the imports of oil and gas.

Your comment re Providence are pretty accurate. Given the false hopes over the last six years where they seemed to miss the "golden pot" every time would certainly not put TOR or his daddy in the lucky stakes group. Barryroe would seem to be their best bet but they did not have the money to develop it themselves, so here's hoping it gushes even though they had to give 50% of it away to the Chinese.

However, this time we know that CNOOC are the front runners as they are obviously well under way with their drilling in the Irish sea. They should get a result in IOLAR before Providence starts on Barryroe in anger. If they hit pay dirt that will greatly enhance Providence and its share price given that they have the next concession area to the CNOOC well which will become extremely valuable.

As for Barryroe, I should expect that they have now supplied all the necessary information that DCCAE needs to grant the license so hopefully after the June deadline they can start to survey and subsequently drill. From the DCCAE requests it was obviously a diminishing returns event as they asked for different levels and EXOLA got approval for the Stage 1 Appropriate Assessment which is obviously the most important. The latest request from DCCAE was for some minor clarifications for the Stage 2 which hopefully EXOLA have now answered.

The judicial review last year had nothing to do with forms but with the information gathered which would prove that the sonic effects of the survey would not impact on the fauna or flora where the survey was being carried out but also would not impact any of the European sites that exist along the south coast of Ireland.

The DCCAE granted the license under the wrong directives which meant it was not legal under EU law so Providence withdrew it and then resubmitted a new one.

I don't know why you keep blaming Providence and DCCAE as they were not at fault. It is like being put in an impossible maze and then asked to find your way out.

I was listening to the Irish news this morning and they were interviewing Minister Bruton, When asked if he would implement a bill banning the granting of licenses for oil and gas exploration as he had given one recently to Exxon Mobil he very diplomatically told them to get stuffed.

Members of the The Ireland-Canada Business Association (ICBA) are interesting. Among the ICBA Leadership Council is Mr Todd Underhill, General Manager, Irving Oil Whitegate Refinery Limited.

The purchase of Whitegate by Irving Oil was made on the basis that oil from America would be used to bolster the 70,000 barrels a day that Whitegate could process. It was also mooted that an LNG terminal would be developed in Cork.

But if there is plenty of oil in Barryroe why would they need to go all the way to America when they could feed Whitegate with the oil and link into the old Kinsale Energy Inch Terminal near Midleton, Co. Cork is available with the gas.

The infrastructure is all there so what does Brid Smith hope to do with it and how much will Ireland pay for it if it does not use it?

I presume,if dccae do not respond then I presume it is "silence gives consent". The request was posted on 4th April and all comments had to be in my 6th May. Nothing since then so perhaps no objections.

The request from ENI is as follows:

"The site survey is currently scheduled to take place from 15th June 2019, with the survey vessel anticipated to be working on location for up to 14 days. Taking into account an allowance for delayed commencement and
significant weather delay, the survey is not likely to continue beyond 30th September 2019."

I presume they must have already booked the survey ship unless they are off the shelf so it would look like all the documentation they provided covers the approval.

For years there has been planning for an LNG terminus off the west coast of Ireland in the Shannon estuary. Permission was granted over ten years ago for an LNG terminal but the NIMBYs have stymied it since then.

Now the "rich" people of Clare not only want to protest at Trump's visit probably to Doonbeg but also want to try and stop the LNG terminus in Shannon near Limerick. Why?

Because the LNG which will come into Shannon (now more likely on the Kerry side, if ever) comes from the US where they use fracking to produce it. And because it is fracked they don't want it. That is akin to saying I don't drink milk unless it comes out of a bottle and I will never touch it if it comes out of cow.

Ireland, thinks it is "big" but it should cop itself on and realise that beggars cannot be choosers. Report today says the housing crisis which is becoming an epidemic and a "no deal" Brexit will push Ireland into recession. But do the greens care if Ireland cannot pay its way and the poor get poorer?

Now Ireland is known for its "green and pleasant land" but it is unfortunate that the "green" has rubbed off on so many people where Irish people can now be construed as being as green as grass except just a bit thicker.

No LNG must make Barryroe gas a far better prospect if the loonies have their way and the Shannon LNG terminus gets further delayed or even dropped.

The west coast of Ireland is one of the most beautiful places in the world but don't go there between about November and April unless you want to get your proverbials, if you have them, frozen off. And certainly don't go there when the gas runs out and Ireland is on its knees begging Russia for some more. You know what happened to Oliver Twist when he did that.

The CNOOC drilling is very important to PVR.

First of all, it proves that the AA Directives can be met which means the DCCAE now know what is required to satisfy those mandarins in Brussels.

Second, it is clear CNOOC are not waiting for the three month potential judicial review but are going ahead now.

Third, PVR can now quickly get their AA approved as they are obviously on the short strokes, do the survey and hopefully get drilling in Q3 of this year, hopefully with buckets of oil flowing from Barryroe.

You have to go back a step to the letter dated 7th May to clearly understand what DCCAE were asking for.

You then read the EXOLA's responses dated 16th May which hopefully is the final bits of the jigsaw.

To my mind, this is a noose of DCCAE's making being rapped around An Taise's neck which is slowly being tightened so that An Taisce have no grounds for a judicial review. It all seems tedious and drawn out but if it serves the purpose it will be worth the wait as it will circumvent a three month wait and longer if An Taisce thought there was a case.

Clare County Council approved the wall but like us and Barryroe the "NIMBY"s came out of the woodwork and went for the trusty judicial review which was supposed to be heard in May last year. I have searched for a decision but have not found one and the wall has still to be built.

If this is on the move it is good news for all of us. CNOOC first, Barryroe next and An Taisce take the hindmost.

There is still the confusion over Brid Smith and her People before Profit. It is clearly stated by them that "Bill would ban the issuing of new licences for fossil fuel exploration." That clearly excludes current licenses.

So all licenses in place are acknowledged as capable of being developed. If she tried to apply a blanket ban to those already issued the claims against the Irish government would run into billions as all licenses issued have an annual charge against them, some going back more than twenty years, and all work done to date can be reclaimed against future revenue. If you stop the future revenue then you have to pay up the costs expended so far.

There are surely enough licenses out there to prove if there is oil and gas given how many have been issued and you can be sure if they found loads of oil and gas any future Irish government would not be long about kiboshing Brid's bill should it ever come into law.

Because CNOOC has been given the green light for its drilling before EXOLA but is now in the "An Taisce" phase we can only hope they get through that cleanly. If they do the chances are we will follow when our three months are up as I am sure Providence and DCCAE are using CNOOC as a model which I am sure EXOLA has followed.

And all the gobbledegook in the DCCAE report and in the EXOLA proposal is there to make it as clear as mud so that it would take a genius to know if it complied with the directives or not and obviously it is An Taisce's bailiwick to prove it hasn't . As Frank Carson used to say 'It's the way I tell 'em'.

Just a final word on Doonbeg. It too suffered from the "An Taisce" effect as can be noted from the following item. The only good thing for us is that the busybody, Ian Lumley, has been hoisted by his own petard. Perhaps that will keep his nose out of the DCCAE approval as he obviously has enough trouble with his own planning.

The issue is between DCCAE, the European Commission of Justice and An Taise and only indirectly affects EXOLA.

It is the EU Directives 2011, 2014 that have to be complied with and DCCAE are doing that to EXOLA so that the other onion heads do not make a meal of it.

The implementation of those directives were found wanting when DCCAE granted the survey license to EXOLA last year only to have An Taisce make waves.

If they do not go through these hoops we will be still here next year while An Taisce looks for judicial reviews with each taking up to three months to even instigate not mind having the actual court case which could take up to a year to bring to court.

When will it be all agreed? How long is a piece of string. Is it any wonder that the share price hovers around the 12p level, the point at which the institutions bought in and which is the strike price for APEC if they decide to take up the offer of shares after the wells are sunk.

Stop blaming DCCAE. Blame those ridiculous unelected European johnnies. No wonder the UK hankers after a Brexit where they can be masters of their own destiny.
