Jonathansxx - IMHO it's in FRR's favour, as the discovery wasn't completed, and the date for completion of discovery went past the date for completion of a settlement. If the discovery was completed and there was a smoking gun, then a CRS could still have resulted in a criminal case against SH/O under Californian Law. Under other jurisdictions the CRS negates the need for a criminal case, as a wrong has been righted with the Civil Regulatory Settlement.

Dave73 - IMHO they have reached a compromise and there's even a name for it, it's called 'kicking the can down the road.' The court cases can all be resolved when a deal takes place for FRR, but this can't happen until the PSA is extended. However, while the GG is still linked with BI, who is aligned with Russia, then this is unlikely to be granted. Either the GD need to ditch BI and Russia (probably not an option until Ukraine win or Putin's removed), or the GD need to be removed at the next election.
