Very good and valid points that you raise, IMO;
My take - fwiw - is this:
KP2 is the client of the consortium;
Consortium, once contract is signed and guarantees given, will be liable for cost overruns, delays etc;
Consortium comprises many parties, not necessarily fully trusting of each other; hence PowerC need to check again the numbers (paying external parties out of its own pocket);
I assume that PowerC does not trust the opt. study and/or numbers became obsolete due to eg inflation and rate hikes of the past months;
Also, 6 weeks' period for arranging the financing (firm commitment by PowerC) implies that a lot of serious work has taken place with banks etc.
PowerC wanting its own studies, although adding to delays, seems to show that they mean business. IMO
