This is the third report produced by industry since then, repeatedly highlighting the issue, and proposing solutions backed up by years of experience in port and offshore renewable energy development.

The failure by Government to act means that offshore wind projects, due to compete in an auction next month, still have no idea which Irish ports – if any – will be available to construct the wind farms.

This uncertainty will push up prices so Irish electricity consumers could be paying more for their power for decades to come because of the lack of ports.

Paul Doherty, Executive Director of Gavin & Doherty Geosolutions, said: “It is common practice across Europe for the State to invest in port infrastructure when there is a clear social and economic case for it to do so.

“Support from the Irish Government would de-risk upfront investment and could plug any funding gaps. This support could be in the form of direct funding from the exchequer, a low-interest loan scheme or access to funding vehicles such as the Ireland Strategic Investment Fund (ISIF) and the European Investment Bank.

“In the case studies we identify in the report it is clear there is no State Aid issue here. The Irish Government can choose to do this or it can choose not to.”

island Cooperation

InterTradeIreland (ITI), the North South implementation body responsible

for trade and business, is currently developing a research project to

explore offshore wind opportunities. This research project will examine

how renewable energy can contribute to meeting the net zero targets of

both jurisdictions on the island. It will particularly focus on the potential of

offshore wind, and how an all-island approach could contribute to delivering

its benefits more quickly and at a larger scale.

Key considerations will include supply chain opportunities for SMEs,

how green hydrogen could contribute to successful implementation and

operation of offshore wind, how all-island infrastructure (such as ports and the all-island electricity market) could accelerate construction and delivery, and the wider economic benefits of sustainable, low carbon generated locally.

Steering Group for the Green Hydrogen Refuelling Corridor

Feasibility Study

The Department of Transport, in cooperation with the Shared Island unit in

the Department of An Taoiseach and the Department for the Economy (NI),

has commissioned a (pre-investment) feasibility study for a green hydrogen

refuelling corridor running between Dublin and Belfast. The study will

inform the potential and possible scope for subsequent capital investment

in a demonstrator project/green corridor investment on an all-island basis

in line with hydrogen refuelling station obligations to be delivered by 2030

under the EU’s Alternative Fuels Infrastructure Regulation and in line with

NI requirements. Among the workstreams included in the study are an

economic feasibility study incorporating a Cost Benefit Analysis evaluating forecast demand scenarios for hydrogen in the transport sector, a supply chain capability assessment, and an optimal location analysis.

According to reports, National Gas has run pure hydrogen through its pipelines in what is thought to be a 'world first' for the industry, as it attempts to make the case for the wider use of the fuel as an alternative to natural gas.

Blended fossil gas and hydrogen with concentrations of up to 20 per cent has also been tested at the RAF Spadeadam site.

The tests are being run ahead of plans within the European Union to allow for hydrogen blending of up to two per cent from late-2025. The UK government is also considering allowing an increase in concentrations of hydrogen through the existing gas network, with advocates for the approach arguing it would help curb emissions.
