Marriott probably wouldn't sign a LOI with an unfunded company, hence the need for "Steptoe" and HE1 to get the fundraising away.

Once funded, they went back to Marriott.

Noble needed the cooperation agreement with HE1 and the LOI with a drilling contractor to get their fundraising away.

Once funded, they simply ditched "Steptoe" and signed up with a proper company.

HE1 should do the same, even if there is a delay.

It's not great, none of them are, but the fact is that DELT is significantly better than most small public oil companies by a very significant margin.
