Committee to report in 72 hours on availability and demand of Thar coal.

Prime Minister Shehbaz Sharif says utilization of local energy resources is top priority of his government.

Chairing a review meeting regarding transportation of Thar coal in Islamabad on Thursday, he said Thar coal can sufficiently fulfil our energy needs.

He said we will produce cheaper electricity by utilizing local coal instead of the imported one.

Secretary Railways apprised the meeting that ****stan Railway as par directions of the Prime Minister will be able to supply local coal to power plants, cement factories and brick kilns across the country by laying a105 kilometre long track from Shhore to Islamkot by 23rd March next year.

He said overall cost of the project is 58 billion rupees that will be shared equally by the Federal and Sindh governments.

On the occasion, Prime Minister Shehbaz Sharif also constituted a committee headed by Planning Minister Ahsan Iqbal and Sindh Chief Minister Syed Murad Ali Shah, directing it to present a detailed report in next 72 hours regarding availability of Thar coal and its demand in the local market.

Others members of the committee include Railways Minister Khawaja Saad Rafique, Prime Minister's Special Assistant Dr. Jahanzeb Khan, Director General Frontier Works Organization, Secretaries of concerned Ministries and experts.

JCC suggested that following the in-depth cooperation in CPEC energy projects, both sides should strengthen their communication and cooperation in terms of energy planning, skills training, etc., so as to push forward the energy mix optimization and upgrade the capacity building of energy governance in ****stan.

Both sides agreed to carry out a joint study for future development of Thar Coal blocks with a view to meeting ****stan’s energy needs, conversion of coal into other products for domestic demand, as well as, exports.

The Chinese side offers support to the ****stani side to attract international investors including Chinese enterprises to ****stan so as to foster oil industry development in future. Both sides agreed to prepare a policy framework for coal to liquid engineering plant based on Thar coal at Thar for coal gasification to fertilizer project. The Chinese side welcomed the development of this framework and offered to collaborate in formulating the policy framework in terms of technical know-how.

He said that unnecessary delay on the project in past was not less than a national tragedy, but now these projects were among the government’s priorities. The Prime Minister further said that the project will help reduce the country’s US$ 24 billion energy import bill.

He also appreciated all the stakeholders involved in the project and said in that regard an important review meeting will be held next week.

Federal Minister for Electricity Khurram Dastagir on Tuesday vowed that the rates of electricity would be reduced gradually.

Addressing the press conference, Khurram Dastagir said that the electricity generated from the Thar Coal Power Project is a gift to the people. He also stated that Tharcoal will generate 1320 MW in December and 2640 MW by summer next year.The federal minister said that the coal available from the world at the price of $400 per ton will be available from Thar at the rate of $40 dollars per ton.

Stating that other industries, including gas and cement, would also benefit from Thar coal power, Dastagir said furnace oil-fired power plants were shut down due to falling oil prices, dollar appreciation and reduced power demand.

The Federal Minister further said that according to preliminary estimates, Thar has 175 billion tonnes of coal reserves and it has been divided into 13 blocks, while mining has been started in two blocks. Dastagir praised the bigwigs of PML-N and PPP, saying Tharparkar will be included in the list of developed places with the joint efforts of Nawaz Sharif and Asif Ali Zardari.

Stating that cheap fuel exists in Thar, Khurram Dastagir said that through maximum utilization it can be used in all industries including cement, fertilizer and production of natural gas and diesel.

Energy imports are the biggest item on our import bill. ****stan cannot ensure its economic security through heavy reliance on energy imports whose prices have increased sharply. Massive Thar coal reserves offer a grand window of opportunity & they occupy top place on our agenda.

PM Shehbaz said not benefitting from the country’s indigenous coal reserves was a “massive mistake” and announced plans to convene a meeting of stakeholders on Thar coal mines next week to discuss formalities.

He said the federal government, in collaboration with the Sindh government, would chalk out a policy framework on the Thar coal mines project with an objective to connect it with other coal-powered power plants in the country producing 4,000MW.

He said the international cost of coal had come down from $67 to $44 and could further plummet to $30.

The coal-powered plants, he said, would prove a feasible operation for electricity production at the rate of Rs10 per unit.

The prime minister said the Thar coal project would save the country’s foreign exchange and help the national economy thrive.

He added that by March 2023, the project would be connected through a freight rail track for the transportation of coal to other parts of the country.

I do wonder when the company will comment on this it does sound like a major transformation in developing Thar at speed and a strong indication that they have decided to go down the Thar coal scenario in the IGCEP power plan. SUrely news on Block VI development must be close now

Thar coal has emerged as a cheap and reliable source. Its life cycle cost is only 8.5 US cents. Its current tariff, after accounting for inflation, is less than Rs12 per unit as compared to twice this figure of imported coal plants.

Thar coal cost is projected to come down as production volume goes up. There are proposals to convert, wholly or partly, the existing imported coal plants to Thar coal. These projects will take Thar coal power to 4,590MW as opposed to the total 4,680MW of imported coal power capacity – a level which will be achieved by 2031. However, under the Thar coal scenario, with the addition of two 1,320MW plants, a total of 7,230MW of Thar coal power capacity will be achieved. While it is true that more can be done, there are risks and international pressures which may limit utilization of Thar coal. The conversion of imported coal power plants appears to have a better chance politically, if lesser in terms of technical constraints.

Jundee East is being tested for other minerals since the gold results weren't as expected, results from that can't be far away.
Hydrogen: Oracle Energy has also pursued feasibility study contracts with important technology providers and many of these will be finalised in the second half of 2022.
