How many more times has it to be said - QE was a policy decision by the BOE.
The total amount of QE from 2009 to 2020 would have been about the same whether in or out of the EU. If QE was necessary because of not being in the EU, QT wouldn't be taking place about 2 years after leaving.
A policy decision was also taken in 2020 to stop bank dividends.
A policy decision was made by Lloyds bank to put aside a fortune for Covid 19 provisions. With the benefit of hindsight, Lloyds would not have been in difficulties had it been allowed to pay a dividend. Covid 19 provisions started to be written back.
