treasury stock is not included in outstanding shares. The outstanding shares in issue are used to determine the market cap.

because that is their policy, whereas Lloyds bank does not keep shares in treasury, but then has to issue new shares for staff SAYE schemes etc. Same net result. The market capitalisation of Vodafone does not include shares held in treasury.

The market determines the valuation of Vodafone on a daily basis. The BOD or an algorithm do not control it.

Buybacks are due to be ongoing for the next 2 years. I am sure many investors would like a much higher price per share before that time has elapsed. Personally I don't mind what the speed of share price increase is. On a maintained market cap (or increase) , 4 Billion Euro of share repurchases would of course mean an automatic increase in price per share.
