Given that it refers to the SEC (the U.S. Securities & Exchange Commission), it seems that you've copied and pasted a definition which refers to the American market and is therefore completely irrelevant to this company. But bless you for trying.

There are a couple of payments still due from previous failed investments, after which there are no investments, no revenue streams, a share price in the toilet and only a tiny amount of cash left. My personal opinion is that this will be bust and quietly delisted by early 2020.
