This is the big question I ask.
Yes, prior to the CLN there were grumbles about any future cash raise.
In fact, I thought HE1 were fully funded.
But anyhow, the CLN happened.
In hindsight, a traditional fund raise would have been better.
Now, IMO there are two potential scenarios:
1) Absolute corruption; this is free money for whoever the II's are. And whoever makes money brokering the deal. It could even lead to the II's owning that mjority of shares?
2) The CLN acted as a buffer - the II's say "show us the potential in the site, and if it shows the potential we will invest more or become partners". If it doesn't they've made a safe return on their investments based on the CLN formula.
3) Anything else?
