In my experience of Government tendering, (16+ years BAE Systems) unless this gym friend is a director or senior exec, he is probably not much better informed than you or I before any big announcement.
The only other people who can put 2 & 2 together, ahead of the rest (internal employees), are the procurement leads. Those with a bit of grey matter between the ears will figure a big order has been signed when when they start to see long lead-time materials and components filtering through ahead of any announcement, but at best nobody pulls the trigger on large material orders more than a few weeks before any such announcement (the boys in long trousers are still thrashing out the details up to the 11th hour).
I'm more inclined to believe that your 'Gym buddy' is crossing his wires a little, with the UK Government providing initial funding (via interim contracts) for GE to go through the long and protracted UK tendering process, providing engineering and commercial feasibility studies etc. It's plausible that GE have been 'contracted' do all the tendering work based upon an initial requirement for 3 SMR's.
This is not the same as an actual contract for 3 SMRs.
I would expect the other competitors will be doing the same.
