General public sector inefficiencies and the knowledge that Covid isn’t going anywhere soon. The government isn’t concerned about shareholders. Nor does it have TUs to worry about. It just wants a load of tests on the workbench to compare against each other. Who knows - maybe our tests are as good as ready but the government won’t commit until all are through validation.
