I have dealings with the maritime waterways authority where I live, and river water or sea pollution by oil residue is a very hot topic and strictly controlled. The IMO (International Maritime Organisation) that oversees this subject tightens up the discharge from vessels rules each year, talking of only a few parts per million of oil in water permitted. The video of their oil boom in operation on a simulated oil spill is amazing, Currently oil contamination floating on water is simply trapped by a boom then pumped out. The Setcar boom could be used for the original spill, or as a follow-up to really clean the still-polluted water. As you say Pawnsacrifice , the potential for sales is certainly huge.
