5 mins before the 14m someone paid 0.387p, so no way could you buy 14m for 0.3822p.
After the 14m you could obviously buy a bit cheaper ie 0.3845p, only because they had 14m to offload.

It was under the mid price that was why it was shown as a sell.
You could buy at that price after that 14m sell
