It would seem reasonable that Panmure clients obtain preferential access to the report for say one month but after that surely appropriate for this info to be released to all shareholders.

I do not see any reason to be concerned about possible dilution. The CEO has proved himself a very shrewd deal maker - not surprisingly given his background as a hedge fund manager - and he is investing his own money. A great opportunity to sit back, relax and await developments, IMO!
