I think this SP is being kept at this level for a purpose, so that MA to acquire the shares or not.

On 27 January 2021, the company issued 150,000,000 shares at 1p per share, raising gross proceeds of £1.5m. The Placing Shares were also accompanied by the issue of one warrant to subscribe for one ordinary share in the Company for each Placing Share. The Placing Warrants are exercisable at any time, for a period of 2 years, from the date of Admission at the following exercise prices: 50% at 1.2p; 25% at 1.35p and 25% at 1.5p.

Some of the recent exercised warrants are at 1.2p, 1.35p and 1.5p.
Looks like there are still quite a lot of warrants outstanding!

BofA: Oil prices could drop to $75 a Barrel in a recession - or jump to $150 if European sanctions slam Russian Supplies.
If oil does drop to $75 a Barrel, HBR will still earn good money and will not be paying WT.
If oil jumps to $150, HBR share price will have to move north to reflect that.
