Vice Admiral Paul Marshall, the senior responsible officer of the FSS programme at the UK MoD, said the “mobilisation” of a 1,200-strong workforce was highlighted as a “key risk” from the outset.
“It is going to be challenging,” said Marshall, adding that it was not an “unnecessary risk” as there was “risk in any complex procurement”.

To achieve this, newly recruited workers at Harland & Wolff will travel to Cadiz for training, before returning to the Belfast and Appledore sites to begin FSS block construction. Trainers from Navantia would also be present at UK sites helping to continue to train and assist UK block manufacture.
We now have the staff in situ.
We've seen pics off H&W staff in Spain at Navantia and no doubt it is ongoing . Navantia will be onsite throughout build. This is nothing new it is a known calculated risk and I've seen nothing to suggest that the risk has increased.

I don't understand your final paragraph , are you adding the incoming loan to the potential Sowec investment and ignoring the 77mm million investment. The potential investment is 347 million STG. The loan is an entirely separate matter. Apologies if I'm misunderstanding, I just can't make any sense of it.
Not ideal , however not the end of the world either. All passengers contacted and offered free travel when they rebook, I'm sure would go a long way to resolving any dissatisfaction. A bit of goodwill. Once the vessel is in situ and people travel on it, word will spread quickly and bookings will bounce. Why wouldn't they , cheaper, faster and finally a choice for the residents of Scilly. ✔️
I don't envisage many tourist daytrippers would elect to travel on a much longer journey that costs more..
