Why could it not be the plant? The concentrator is old, the crushing circuit is complete, but not commissioned and the jig and the mill have not even been built. How can you state there is no problem with the plant when it has not even been built? What if funds run out before it is built, or there are commissioning problems and funds run out before they can be fixed? Would we then need a very deeply discounted placing?

You have no idea who the people are, or what their skills or shortcomings are. What if there are language problems between the Spanish, Germans and British? What if there is a strike? You cannot just assume that everyone is capable and willing to perform their roles properly.
