It was supposed to be a once in a generation vote. Just because a pathetic lying remainer Prime Minister it absolutely terrible at negotiating doesn't mean we should just have another vote until the losing side gets what they want after two years of bombarding the electorate with biased coverage for remain.
JayFax where you getting that 28 Million figure from? 46,501,241 were registered to vote, only 33,551,983 people bothered to get off their a*se and vote. If the other didn't then that's their problem for being to lazy to care about their country.
So 12,949,258 of those registered to vote didn't bother to vote. And before anyone gets pedantic saying maybe they had a valid reason, I doubt even 1% of that did have. The electoral commission says there is another 7 million Eligible to vote but not registered. So that's 7 Million people both too lazy to register and too lazy to vote.
Even if you factor those two figures in it still isn't 28 million (12.949,258 + 7,000,000 = 19,949,258)
So that's just under 20,000,000 lazy people you need to convince to actually vote. You're more than likely hoping the Marxist/Communist/Leftist indoctrinated Youth get out and vote. I guarantee you the working class will be far more likely to vote Leave if they do. So you won't get the result you think.
