By far the worlds biggest importer and consumer of copper is China. Next is India. USA is the third largest consumer, but produces a lot of its own, so is not the worlds third largest importer. Here is a table I found online.

Japan: $11.7 billion (12.8% of global imports)
European Union: $9.8 billion
Korea, Rep.: $5.8 billion
Germany: $3.3 billion
Additional Importers (2023):
Philippines: $3.26 billion
India: $3.05 billion
United States: $777.3 million (specifically for pipes and tubes of refined copper)
Thailand: $390.2 million (specifically for pipes and tubes of refined copper)
Turkey: $351.0 million (specifically for pipes and tubes of refined copper)
Unless something significant has happened since 2023, these tariffs are a non event for international producers, but very valuable for US based ones.
