Patients in the operating theatre metabolise less than 5% of inhalational anaesthetic delivered. The rest is exhaled, unchanged, and extracted to the atmosphere by the Active Gas Scavenging System (AGSS), which exists to vent waste anaesthetic gases to the atmosphere. The AGSS is an expensive and restrictive element of theatre design and removing it would allow any suitable space to be used as an operating theatre. This would bring about a new era in flexible theatre design.
ST recovers the lost 95% and re-processes it.
So lower gas costs, remove AGSS and hospital flexibility. [and lower GHG emissions]
NHS Exeter seem to have done more due diligence than your excellent research.
