So why are successive governments not doing so ?

It's because they need population, a population of young strong hands starting from nothing to counter our ageing population. They need uneducated people to do the menial or hard jobs and they don't care that the unchecked ( literally unchecked) young men coming in may be a threat to the indigenous population. They may not all be bad but some are and that is "some " too many. In a nutshell the government ( left, right, it doesn't matter) are letting it happen because it helps to lessen the consequences of the high cost of living in the UK, the consequences being a shortfall of generational growth. Ironically, by trying to maintain the safety of the county by means of generational population increase they are compromising the safety of the people here already anyway.
