2. Demand > supply so I actually hope we don’t use our capacity for the tight ass govt.
3. Margins are much bigger outside of govt contracts.

So.....

While capacity is scaling up, let’s sell the lot to the highest bidders in Europe who will be falling over themselves for them.
Then once manufacturing capacity is at multiples, well tender and Bojo can have some of the leftovers as a charitable donation.

The vaccine rollout is their “triumph” of this pandemic. They need that to continue and knowing there is a good proportion of dumb arses in this country, testing as an alternative to vaccines threatens that trajectory as people think they might not need a vaccine. So despite them knowing the importance of testing, they don’t stress that as much publicly.....and they wonder why Joe Bloggs just doesn’t get it.
There is one hell of an uphill battle (self inflicted thanks to their “vaccine silver bullet” rhetoric) for the govt to get people on board with this plan!
