Ever thus. In 1990s BT introduced Work Mangler, oops I mean Work Manager for exchange maintenance men. You signed on first thing and it gave you one job. Inevitably it was at another exchange often taking you into rush hour traffic. At this second exchange you met another person who was signing off their first job. And guess where WM sent him for his second job. Yep you've guessed, to the exchange that you had just left. Efficient they said, we know you aren't resting your elbows on window sill. Demoralising I found it.

If you have ever looked into the man holes ( can you use that word,?) and seen the cables and how they knit together. If lead sheathed they can stick. So could damage optic fibre cables when being pulled out. I have spent some time working in these environments.
