There is buying. They are working the sell. The spread suggests volume. The buyers are buying. If there was no volume the spread would be a lot wider. I think buy/sell is the wrong word just call it transactions.

In my opinion they are buying. When the spread widens which it will. What we have is volume off the books (imo). No volume would equal widespread. Books are getting balanced.
