It will mean less shares issued so less dilution. Also the lower the share price will mean more shares for those who will get the 2p scrip dividend.
Phone them back up and say you want to make a formal complaint and say you will take your money elsewhere if they don't provide a better service.
They only have to offer the cash payment so you need to pressure them into paying the scrip dividend.
Tell whoever you are with you will transfer you holding to Hargreaves lansdowne who do offer the scrip in future.
Who ever you buy your shares from, get onto them and tell them you want the 2p scrip dividend payment otherwise they will pay you the 0.2p cash payment.

Get in contact with the Hammersons investor relations, they might be able to do advise if there is another option. I wouldn't give the divi away because they can't be bothered to pay it to you.

The market makers can lower or higher the price to create a market. If no body is buying or selling they will lower or higher the price. But if they are short of shares they can drop the price to create panic selling.
