What if the port was owned by a particular group of people on paper but it was not technically owned by them. Person x has a special deal and can buy it from y at a price but person z can’t get that deal and person x doesn’t have the money so the money gets paid by person z and is moved around to eventually please everyone, (probably in the most tax efficient way or a little is lost on the way ) Then once it’s all settled on paper the matter is sorted.

It’s a loan with a company that they have a minority holding in. who knows could be an orchestrated for someone to buy a stake here, the wording of the “critical” paragragh about arcticnefts next shipment - any shipment is critical for UEN with it’s millions of oil onboard. If $1.5m has that much effect a placing and clear the threat out the way or buy the whole port.
