What is clear is that PG is happy to wait for kit to become available, rather than following any particular timescales. T&T another example whereby PG is happy to wait for the bureaucracy to catch up, but some commentators are not.

Bureaucratic timescales for permits etc in T&T can be much longer than expected.

Sometimes in T&T, it's not so much that these companies have missed anything, just haven't the funds to invest. It's a little bit of a cottage industry.
