ExxonMobil is making a strategic comeback in Iraq’s energy sector, with CEO Darren Woods announcing plans to finalize a profit-sharing agreement with the Iraqi government.

Speaking at the ADIPEC energy conference in Abu Dhabi, Woods emphasized that the arrangement would be “in line with industry norms,” though he noted, “we’ve got a long way to go in terms of discussing the ultimate structure of that development, including how ExxonMobil would be compensated.”

Turkey has sharply increased imports of crude oil from Iraq’s Kurdistan Region and Kazakhstan, according to data from energy analytics firm Kpler.

In October, Turkey imported 99,000 barrels per day (bpd) from Iraq’s Kurdistan oil fields.

This month, imports are projected to rise to 141,000 bpd, marking a substantial increase.

The firms have an active presence in the Kurdistan Region and Iraq’s oil sector, both in terms of fieldwork and investment.

Kutrashev asserted that while the sanctions may “complicate” managerial and routine work of the companies, “investment [in Iraq and the Kurdistan Region] will continue.”

“We have got used to sanctions. These new sanctions… do not affect much. I would say they do not affect anything,” he added, noting that the impact of the censures are limited to making the “managers’ work a bit more difficult.”

“These investments will grow,” the ambassador noted, assuring that main Russian companies who have made investments in the country are “planning to make it more.”

Russia’s total investment in Iraq is estimated at around 20 billion dollars “mostly in the oil and gas industry,” according to the diplomat.

Iraq's Oil Ministry Confirms Trio Agreement Between Kurdistan, Baghdad, and Oil Companies to Continue Until Iraq’s New Budget Approval.

During his appearance on Channel8’s “Target” program, Izzat Sabir stated, “The tripartite agreement between the oil companies, the Ministry of Natural Resources, and Iraq’s Ministry of Oil is not set for a three-month term and will not expire by the end of this year.”

Sabir also revealed that after the new budget is passed, a more comprehensive and structured agreement will be negotiated, “Following next year’s budget approval, a broader agreement aligned with the new budget and based on mutual commitment and merit will be established.”

ERBIL — Iraq will export 12 cargoes of Kirkuk crude oil from Turkey’s Ceyhan port in November, according to a loading program seen by Reuters, marking a steady resumption of shipments from the disputed region’s oil fields.

Oil exports from the Kurdistan Region of Iraq (KRG) to Turkey’s Ceyhan port are expected to increase by 86 percent next month, reaching 250,000 barrels per day (bpd), according to Reuters.

The oil is being exported under the label of “Kirkuk oil,” despite originating from fields under the administration of the Kurdistan Regional Government.

A source from the North Oil Company (NOC) confirmed to Channel 8 that the oil currently exported to Turkey “belongs to the Kurdistan Region” but is classified as Kirkuk oil in international markets for technical and logistical reasons.

The Kurdistan Regional Government’s crude has the same characteristics as Kirkuk oil, so it is marketed under that name, the source said.

The Iraqi cabinet decided to disburse the August salaries for the Kurdistan Region public sector employees, following the transfer of 120 billion dinars in non-oil revenues by the Kurdistan Region.

Channel8 in Baghdad reported that Iraqi Prime Minister Mohammed Shia al-Sudani instructed Finance Minister Taif Sami during the cabinet session to disburse the salaries.

With salary pay, Erbil and Baghdad have yet to agree on the issues of revenue sharing. Yesterday, al-Sudani stated that they are working to resolve it to ensure uninterrupted payments for KRG employees.

ERBIL — A joint delegation from the Kurdistan Region and Iraq has met with the European Union’s foreign policy chief Kaja Kallas in Brussels to discuss expanding cooperation in key areas including energy, migration, democracy, and human rights.

Following the meeting, EU foreign policy chief Kallas highlighted the importance of diversifying Europe’s energy sources, stressing that the EU “does not want to be tied to a single energy source.”

Speaking at a press conference afterward, Minister Hussein stated that Iraq currently exports about 15% of its oil to Europe and is ready to increase supplies if needed.

“We are ready to sell more oil to Europe if they need it,” he said, noting that Iraq’s role in the region has evolved beyond security issues to include active participation in regional stability and cooperation.

Since the resumption of oil exports from the Kurdistan Region to Turkey’s international Ceyhan port on September 27, a total of 4 million barrels of oil have been exported.

Kamal Mohammed, acting Minister of Natural Resources in the Kurdistan Region, revealed during a meeting with Yann Braem, the French Consul in the region, that 4 million barrels of Kurdistan’s oil have reached Ceyhan’s storage facilities and been sold on the market.

Over the past 23 days, daily exports have ranged between 170,000 and 180,000 barrels, facilitated through the SOMO company.

Assuming an average price of $60 per barrel, the total revenue is estimated at $240 million. After deducting $16 per barrel for transportation fees paid to oil companies, $64 million goes to transport firms and $176 million remains as net income for Iraq’s government treasury.

Political researcher Sherzad Mustafa ruled out, on Saturday (October 18, 2025), the possibility of halting oil exports from the Kurdistan Region or the collapse of the oil agreement recently concluded between Baghdad and Erbil following the upcoming parliamentary elections, stressing that the next phase will witness more political flexibility and understandings between the parties.

Mustafa told Baghdad Today, "The post-election period will be characterized by flexibility on the part of the Shiite parties toward the Kurdish forces, especially those aspiring to the position of prime minister. This will encourage the continued payment of salaries and the continued implementation of the oil agreement between the two parties."

Dr. Hamdi Shingali, Deputy Director of SOMO (Iraq’s State Oil Marketing Organization), told Channel8's Target programme that “daily oil production in the Kurdistan Region has increased,” reaching 215,000 barrels per day. Of this, 165,000 barrels are currently being exported via pipeline. He emphasized that efforts are underway to raise production to 400,000 barrels per day.

He stated, “After the deadline, the agreement will be renewed by both parties,” and stressed that this will not affect the continuity of oil exports. “There is no indication of any planned interruption,” he added.

Shingali revealed that during negotiations, Baghdad attempted to become a party to the oil contracts of the Kurdistan Region. However, “Kurdistan did not agree,” and the contracts remain solely between the Region and the oil companies.

ERBIL, Kurdistan Region - Oil exports from the Kurdistan Region will continue as long as “good intentions” persist between Baghdad, Erbil, and the oil companies operating in the Region, a senior executive from the federal body responsible for marketing Iraqi and Kurdish oil told Rudaw on Monday, noting that production is set to increase.

Hamdi Singary, deputy director of Iraq’s State Oil Marketing Organization (SOMO), said that the current three-month agreement between the federal government, the Kurdistan Regional Government (KRG), and international oil companies (IOCs) is set to expire on December 31.

However, the accord will “automatically renew on a monthly basis” if all parties agree, Singary affirmed.

Kamal Mohammed, the Kurdistan Region’s Minister of Natural Resources, told The New Region that the 50,000 barrels that Iraq’s State Organization for Marketing of Oil (SOMO) returns to the Region for domestic consumption “does not meet the daily needs of the Kurdistan Region.”

He explained that, according to the oil deal, Baghdad is obligated to compensate for petroleum products and provide subsidized fuel to the Kurdistan Region, but so far, it has not done so.

“We have requested the Iraqi oil ministry several times to compensate for this shortage, but it has not responded to our request,” Mohammed said. “If we obtain that gasoline amount, we can distribute gasoline to all gas stations, and drivers waiting in line to receive subsidized government fuel will no longer remain [waiting in line].”

The Kurdistan Region needs three million liters of gasoline daily, according to the minister.
