That's what the FSA tell you, however anyone can do it and take a 50/50 bet, trouble is when the big boys get together and attack its a one way win for them due to the amounts involved, stop losses being triggered, panic selling, advertising their short in the papers, etc. Trash your portfolio in a parallel universe for you, make shed loads and close out, then jump on the band wagon when it rises with all the closing and win again, then short it again and close and foxtrot Oscar. So without the vultures there would be a market except it would be real. JMO

The buyback equates to 3-4% of a share issue of billions, the price will be held down until it is complete as per usual, despite when they were still in the red the price was higher and now they make quarterly billion+ the price is lower. All transparent, above board, honest, legal, just the engine of the financial elite throbbing away with no emissions of course.
