I agree it seems bonkers, but the Gov. are possibly not being fully open here? Many investors and companies will know that not all available tests are being purchased, nor that all available labs are being used. Probably mean that the suppliers they (the gov.) are using are maxed out, not that they have exhausted all avenues. This might be because they do not want x number of different tests being used, and being tested at x number of different labs, too many variables. As for the number of cases rising, the more tests carried out, the more cases you are likely to find, what would the numbers have been if 300k tests per day had been carried out from April? aimho .
