They have been given freebies that they may or may not cash in next November.

MOS have revenue targets for each contract (Mexican target is unknown).
These targets are millions of dollars over 3 to 5 years and so far they haven't shown how these targets will be achieved. The collapse of the value of Sol and the possibility that more contracts lead to more dilution has resulted in our current situation.
But apparently everything is on track and in line with external expectations.
