I'm not being pedantic. It's a very important distinction. The rules are stricter and the number of shares that can be issued is controlled. Hence the need for the cornerstone investors and debt finance.

No I don't know what the offer was but shortly after the broker wrote that article PDZ released this in an update RNS: 'Prairie notes that recent comments made by Poland's Chief National Geologist with respect to development progress at Jan Karski are incorrect and not reflective of the official position of the Government of the Republic of Poland with the official Spokesperson of Poland's governing PiS Party stating the comments made by Poland's Chief National Geologist were "neither the position of the Government, nor of the Prime Minister" It was suggested at the time, JSW were trying to mount a hostile takeover on the cheap by crashing the share price. It seems, given the progress PDZ are making, and the imminent BFS, they are willing to talk now. Ben has always said he fully expects to sell, but he's not doing all this work to sell $3.3bn worth of assets on the cheap. Now JSW are looking to China for capital it's simply a matter of time IMO.
Market rumours in Eastern Europe had JSW wanting to buy the company in May 2017. I assume this bid was knocked back. With a $3.3bn NPV I'm not surprised they held out for more. Now they want in on the project. I know Ben wants to sell but he wants fair value. With JSW going to the Chinese for capital, will there be another offer for the Debiensko mine? Main market. So no huge dilution and discounted placings. Just A$55m planned investment with CD Capital and a finance package from China Coal to build the mine. One of the best R&R opportunities out there at the moment IMO.
Prairie has cash reserves of A$17 million. With CD Capital's right to invest a further A$55 million as a cornerstone investor, plus with the Strategic Co-operation Agreement Prairie has with China Coal for financing and construction of Jan Karski. Two tier one projects with NPV of US $3.3 billion both with initial mine lives of 26 and 24 years. Low capex; premium hard coking coal product. Great management. Most Brokers target over one pound and one over two quid I'll settle for a bag or two.
