PS my "nothing to do with costain" comment was more aimed at the "better make sure we are well insured"....
As I said, roads have been built to spec.. Spec can change but Costain do not dictate the national motorway road spec.
In general terms though around SMA, the tabloids love a headline figure x numbers killed on smart motorways etc, and its probably undoubtedly more than if there were hard shoulders but there is a big but here, and its a massive one...
Ministers will not be on TV talking about it as it will be deemed to complex for joe public - and it probably is...
BUT
If motorways are moving more efficiently, it raises GDP, more miles done per car at higher average speed is good for GDP.
More constant speed is better for air pollution - less stopping and starting
More efficient use of available transport capacity
So economic benefits = more tax dollars
Less pollution = health benefits around air quality - more difficult to quantify but almost certainly lives will be saved and probably more than lost from being hit by cars
Better efficiency on roads - again - greater economic benefit
Economic benefit = more tax and more spend - which politicians love
So are these "extra deaths" ultimately worth it for the benefits they are getting - I dont know but I would suggest in the "big picture" they are as thats why they are doing it...
Running a country is just one huge cost benefit analysis, pain for some but greater benefits for larger numbers = good
And one of the best things my dad taught me when you get these idiots who basically think some things are "just good" and somethings are "bad" was that everything has a cost - everything (think the green energy brigade - offshore wind - massive amounts of contrete and steel needed which are produced with huge environmental impact - but they just focus on the energy at the end which is "clean" - madness) ... And he said just keep telling yourself son, if you want an omelette you have to break the egg.
