I think you must be getting thoroughly confused with other posts as I have have not addressed predicted production cost and comparison with an actual Vanadium producer.

I believe that most investors, and particularly those that have been shareholders since early funding in 2006, invested in the potential of the potentially huge resource as a low-cost supplier of vanadium for steel. To them the redox battery potential may be of interest but a distraction.

They don’t have to have 51% to make an offer. A concert party can make an offer at any time but is obligated to do so if the concert party holds more than 30%.
However, rather than making a full take-over the 20% group may seek to require the current board to hold an EGM at which they would propose board changes. In this scenario it would be up to shareholders to vote on whether to support Paul Heywood el al or vote for a new board. In the circumstances and given the recent history a group with 20% of the equity must surely be in a strong position to bring about change.

You might want to vote first and then see whether your shares might be worth rather more than 5p - who knows? but I think we will find out soon whether there is any substance to the rumour and particularly whether there is a concert part.
If the rebel group has been refuffed, they can request an EGM and propose board changes. Apparently, there are group of significant investors, many from Edinburgh, who are known to one another and none of them on the board. Things could become interesting and hopefully positive for shareholders.
