Err No it wont. The cut was needed to stave off administration. The cash call will allow them to pay off some debt of which a big chunk was due next month. There was a bit left over to do some cap ex. Remember they have/are selling a large number of properties so income will be less hence dividends needed to be adjusted accordingly.
They have to pay out a minimum due to REIT status rules so will comply with that.
Now if they can sell void properties, improve others to increase rents and or get them let and plan to deal with the other debts things could improve but look back at the track record.
Paying of 3.5% debt doesn't seem all that good in the current climate but will allow a bit more flexibility so maybe they have learnt one lesson. Most previous holders will have less in dividend income than last year despite holding more shares.
