In the Chairman's statement within Fridays's rns there is a reference to land still being required to be be bought at Mestiza.
Condor wouldn't want to announce an agreement and then risk be held to ransom by the minority of Mestiza land owners that have not yet agreed to sell. In the video on Friday Mark mentioned that it is a bit tricky to agree land purchases when the gold in the ground has a value of $5bn

If Toll Milling happens I do not expect that Condor would need to issue more than 15 million shares, as the placing price should be at least 70p.

Interesting video. Between minutes 5 and 6 Mark states that the preference is for the smaller second hand 1000tpd plant costing $40-50m all in, as this will be faster to build. Then expanding later on with a plant capacity of 4500tpd. Good to know that the minimum dilution route is still the priority.
