So if the JV Co wants to have all areas under one banner/company control we/they obviously need to have all licenses current and valid hence at the very least needing one new license.

Sorry to be a pedant,but the Cadestre is already open but is dealing with "new "applications from Monday.There have been multiple changes to the status of many licenses,the meaning of which should start unraveling from Monday onward.
